I found a bug in last versions of aspell that wasn't there previously.
It probably doesn't show in the majority of languages, but
it shows in Walloon; as you can have words lake "hait-l'-ovraedje"
note the apostrophe followed by an hyphen.

In wa.dat I have:

special ' *** - -*- 

"'" can be in first position in one case: "'l"; in end position 
otherwise: "k'", "dj'", "l'",... and in middle position when a word
with the apostrophe in end position is combined with hyphens with
other words: "hait" +  "l'" + "ovraedje" -> "hait-l'-ovraedje"
hyphens can only appear in the middle of a word, they are used to
make composed words, with a meaning a bit different of the
same words without the hyphens.

aspell however says:
  The word "hait-l'-ovraedje" is invalid.  The character ''' (U+27) must
  be followed by an alphabetic character. Skipping word.
(and so on for all similar words with "'" followed by "-")
