Installing said dictionary for aspell as described in the README is
similar to installing most Linux software when using just archive with
"source files". It expects you know how to use the command line and once
you get used to it, it should be pretty simple and fast (if everything
works as expected).

Assuming you extracted downloaded package to some directory, which is
now your working directory in the command line, the installation should
proceed with typing the three following commands, as described in the
README.

./configure
make
make install

You have to be the root at least for the last command and you must have
installed the "make" package for the second and third command to work.

Going into greater details how to work with the command line is probably
out of the scope of this mailing list, but feel free to send me an
e-mail if you get stuck but willing to strive further and seeking
further help.

The right way how to formally request some software to be packaged in
the Debian distribution is to fill the so called RFP bug (Request for
package: https://wiki.debian.org/RFP). This can be generated either by
reportbug (text interface; package name: reportbug) or reportbug-ng
(graphical interface; package name: reportbug-ng) and then sent to the
bug tracking system by e-mail (see an old request for the Serbian
dictionary with replies in the bug tracking archive :
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=628528)

Note that Debian is made by volunteers, so the request has to wait until
someone with enough spare time and interested in Yiddish and/or aspell
notices, and after that, it will take some time to do the work. And once
the packaging is done, it will take some time for the package to bubble
into the "stable" repository. Do not expect the package in the apper
tomorrow.
