Yes on both counts and I've been back from vacation for a week and a half now,
but it turns out the issue is irrelevant.

I was examing the possibility of moving the RCS lock/temp files into a separate
directory so that CVS write permissions could be set on a file by file (as
opposed to directory by directory) basis, but it turns out that without write
permissions to the directory the rename over an existing file won't happen under
Linux anyhow.  Assuming that is true of many other UNIX systems as well, my
premise was faulty.
