You also need to tell the preprocessor where the include files are, and
the linker where the libraries are:
./configure --prefix=$HOME/sw CPPFLAGS="-I$HOME/sw/include" \
LDFLAGS="-L$HOME/sw/lib"
If you are using libtool to link, then don't mess with the
LD_LIBRARY_PATH,
that is for finding libraries when a program starts up, not when it is
being compiled.
