I think this refers to outputing in the IBM Script Markup Language
(predecessor to GML, SGML, HTML), which is similar in concept to tex. It
must be kind of obsolete by now, but up to until the early 1990, it was
still used to typeset mathematical papers. The Axiom book might have
been written using Script (AKA GML or BookMaster). If true, to make the
book available to the general scientific public will require translating
from script to tex (such a program might exist already but a simple
search does not provide one and indeed the sentiment from replies to
such conversion questions is it is difficult to do automatically in
general).
I would think fixing any missing output routines for script is NOT
worthwhile. In fact, that option and related code should be removed.
There are more desirable output formats than script (such as XML,
MathML). But either one is a big project.
