I think you are right. SourceForge seems to be having ongoing
network problems. I still can not access the compile farm.
I don't know how using Savannah on Google is going to work out.
Maybe we should just put up our own subversion server on
axiom-developer.org. How hard can it be? At least then we will
know who to blame. :)

This is configurable. I have changed the limit to 500 KB. If
necessary we can make it larger.
