[Ayttm-devel] bugfix or not?

Hi,

i have a 27 lines patch for -toc protocols, which allows to add people to
the Toc "Permit List"  when you add them locally (or they add you). 
Before that there was no way to speak with someone added via ayttm if your
accept mode isn't the default one.
Do you think it's a bugfix or a feature ? I don't know if i should ocmmit
it :)
