Follow-up Comment #2:
In BE 3.1.42:
The vertical tools area bar can be moved now and stays in position.
But is moves the program side bar too much: It moves it out of (right side
of) the screen.
Checking out with Firefox and Thunderbird: This is not the case there).
The problem is to resize BE in order that it fits to the screen again: Resize
on the title bar does not work (see bug #22934), so you have to pull Be to the
left, then pull the tools-area-bar to the left, then you can pull the right
program bar to the left and then move BE back to the right.
-> Let the right vertical program sidebar not being moved out of the screen,
if the program side bar is moved.
I think this problem is related to bug:
' #22934 Horizontal resizing not working', and a common title for the two
bugs could be:
'Communication problems between the vertical program bars and the tools area
bar'.
