It may depend on how Mingw is configured on your system. Are
you using the .debs? Nevertheless, the CC++ 2 Makefile.gcc provides a
good example with the rules for ccext2.dll. You can also take a look
at the mingw32 makefiles of GNU ccaudio and GNU ccrtp.
