I think I found the problem (but not the fix).

By manually setting 

  DDD_HOME=//c/cygwin/usr/local/share/ddd-3.2.95

it runs beautifully (from a DOS prompt or a cygwin bash prompt).  If I
use any of these for DDD_HOME:

  /cygdrive/c/cygwin/usr/local/share/ddd-3.2.95
  /usr/local/share/ddd-3.2.95

I get all the resource errors.  This leads me to believe that
resolvePath() in resolveP.C needs some tweaking for cygwin style
paths.
