ddd wont use readline capabilities

I cant get configure to use the readline capabilities.  For the readline
capabilities to work, WITH_READLINE must be #defined in the .C files.  I do
not see anything in configure that will do this.

I did try to #define the "WITH_READLINE" manually in the config.h file, but
it compiled, but still didnt work.
