Files missing in ddd-3.3.8.tar.gz?

When I try to build ddd 3.3.8 from the source tarball (from ftp.gnu.org),
I can configure it just fine (on Mandrake Linux 9.2), but when I try to
build it, I eventually get to the point:

make[1]: Entering directory `/home/local/src/ddd-3.3.8/libiberty'
make[1]: *** No rule to make target `../include/xregex.h', needed by `regex.o'. 
 Stop.

I can confirm that neither xregex.h nor xregex2.h are in the 3.3.8
tarball.  According to libiberty/regex.c, these are special/modified
versions of regex.h that have "x" prepended to everything.

I'm either doing something incredibly silly, or no one has noticed this
since 3.3.8 was released in November 2003!

Can anyone shed light on this?
