Thanks, to fix that I installed the patch enclosed below:
* bootstrap.conf (gnulib_modules): Remove timegm.
This fixes a problem noted by Andreas Schwab in:

The following patch introduced the timegm module:

Its changelog doesn't make it clear why timegm was added,
but timegm doesn't seem to be needed now.
