recompiling libc

Does libc install everything into /usr/lib and then move the libraries
into /lib?  The install breaks part-way through with a long "this check
will fail if the libc you're installing is not your main libc" error.
Some new libraries are in /usr/lib, others haven't been installed.  Did I
break something elsewhere that's causing libc installation to do this
horrible thing, or is it getting confused because the new libc library
names already exist in /lib?
