Problem with C locale and glibc-2.2.3 on Linux

I recently upgraded from glibc-2.2.2 on my RedHat
6.0-based Linux machine to glibc-2.2.3 and the
installation went smoothly.
For some reason, when I run Netscape 4.76 on XFree86
3.3.6, I get this error:
bash-2.04$ netscape
netscape: locale `C' not supported.
Perhaps the $XNLSPATH environment variable is
not set correctly?

Why am I getting the "locale 'C' not supported"
message?
I ran the "localedef -i en_US -f ISO-8859-1 en_US"
command and that didn't seem to help. When I issue
the "locale" command (which is part of Perl 5.6.1), it
reports "LANG=POSIX" and all of the other "LC"
variables are set to "POSIX".
I can use the "export LANG=C" command and the locale
command output reports the "LC" settings are set to
'C'. This did not help. I also tried "export
LANG=en_US" and that did not seem to help.
What am I missing? I read through the
localedata/README file and I found the "localedef"
info in the FAQ, but I'm still not sure how to fix
this problem.
Any ideas?
