On lines 1746 and 1747 of
   libc/manual/time.texi
the strptime format specifier %z is said to be "equivalent to the use of
%a, %d %b %Y %H:%M:%S %z".  This would be a circular definition if true,
which it is not.  Rather, '%z' specifies an RFC822/ISO8601-style time zone
specification.
