resolv patch

I'm not really sure how patch submissions go, but I was considering a
special need I had that required different users on my system to be able
to use different DNS servers, and I poked around in the glibc source and
made a relatively simple change, which I have attached to this mail in the
hopes that it may be useful to others. The change simply checks for a
resolver configuration file in the PATH_RESCONF environment variable
before using the default location.
