I can't install it

Hi
I am installing Glibc on a new drive (the purpose is a new system for a
friend).
I downloaded the diffs from Glibc 2.2.1 to 2.2.4 (and ran autoreconf)
and the glibc-linuxthreads (2.2.4).
The compilation ("make") runs successfully (in about 1h26mn !) (i.e.
without any error).
The problem is when I run "make install" it gives me this after a long
time (it looks like a compilation) :

I read the Makefile in the directory (where the problem were), and I
found that "no" is the value of $(PERL) !
The environnement is a chroot'ed one, and in the new environnement I
don't have installed perl (and I can't because there is already no C
library, I also tryed to copy the perl executable from my drive - I know

it is stupid, but I don't have any other solution)
Althought, when I read the INSTALL file it tells me that perl is only
required for the test step (not the installation).
What is wrong ?

machine : i586-pc-linux-gnu (as seen on the output of configure)
gcc : 2.95.3 (it don't compile with 3.0.1 !)
make : 3.79.1
binutils : 2.11
texinfo : 4.0
mawk : 1.3.3
sed : 3.02
