Bug in hungarian locale

Hello,

There are some problems with the hungarian ordering in locale. In the
hungarian there are some rules which aren't mentioned in the locale config
file. These rules:
o = o'
o: = o" (hungarian doubleacute)
u = u'
u: = u"

Unfortunatly I haven't understood the config file complatly, so I can't
make a patch. Please correct it.
