The canonical place to get the latest time zone information files is ftp://elsie.nci.nih.gov/pub/. See also http://www.twinsun.com/tz/tz-link.htm.
I'm not sure what's involved in replacing the files used by glibc with updated ones, but it's probably fairly simple. Once you figure it out, that is. :-)
