"first-day-of-week" locale information

In Sweden, the first day of week is always Monday, no matter the
situation (for more info, see
http://www.se.gnome.org/sv/lokal/datum_och_tid/index.en.html).
Naturally, calendar software and other software displaying some kind of
calendars or week views has to accomodate for this. This turns out to be
difficult though since there, to the best of my knowledge, doesn't seem
to be stored any information about first day of week in the locale
information in glibc.
The first-weekday info that is specified seems to only indicate what
weekday the first day specified in the time settings was, not more
general "the first weekday of a typical week is day number x"
information that applications can easily use. Also, the two may very
well be different -- the first day specified in the time settings may
very well happen to be a different weekday than what's usually used as
the first weekday in a typical week, if I understand it correctly.
