Win32 port related question

Hello

Is there any work ongoing with Win32 port of GNU C
library? Is there any FAQ on porting :)?
Can you give me some links on the subject? 
Some questions are: what the bits and pieces that need
to be created, what are other libraries dependency
policies,  what are/were existing cases of the
aforementioned port, etc...

Basically the program minimum is to get a library that
would replace MS VC runtime one. And will be
compatible with *nix platforms as well. I know there
are lots of different bits and pieces for Win32 like
pthreads and message queues implementations but they
lack common base.
