CVS glibc configure script

Hi All,

There seems to be a problem with the configure script when cross building
in that it uses readelf rather than the cross-readelf, eg.
alpha-linux-readelf. Hence HAVE_Z_COMBRELOC remains undefined. I'm not
sure what the consequences might be for those doing cross-builds, but I
noticed the configure check fail, and it seemed kind of odd.

I haven't tried to come up with a patch -- I just made a symlink to the
cross-readelf as a workaround.
