utf-8 locales

Hi,

Currently, there's no support for the UTF-8 versions of the nl_NL locale
and of other Western locales. It would be logical to have it at least
for the nl_NL locale, because most translations in that locale are also
UTF-8 encoded (besides the fact that UTF-8 is an agreed standard).
(The UTF-8 version of the locale is correctly generated when manually
running localedef -i nl_NL -c -f UTF-8 nl_NL.)
I'd also suggest to make the UTF-8 version the default.
