I believe this is covered in the documentation, when it indicates that the result will either be exact or one larger.
 
Or do you mean actually 2 larger (which by your definition would be 1 larger than it "should be")?
 
Can you give a compact example?

    When we select base 10 (i.e decimal) the number of digits in a number larger than 1 that it should be... This bug occurs when  larger than 7 most significant digit is entered.
    This bug does NOT occur when we try base 16.
