Hmm. The tests/cxx programs link ok in my debian cross-compile. I'm
not sure what lib file is supposed to have standard C++ stuff.

The mingw ctype.h seems to use something called "pctype". You haven't
hit the cygwin headers or something?

Don't know what that would be.
