The C++ interfaces mentioned under "language bindings" in the gmp
manual might be possibilities, though I don't know offhand if they
would do what you want.
The address@hidden list might reach a wider audience for this sort of
question.
The Linbox library (http://www.cis.udel.edu/~caviness/linbox/library.html)
should do what you want.
