It selects the best that works with the CC you ask for, which means a
fallback to ABI=32. If you ask for ABI=64 directly then you get an
error.
In any case, maybe you can see why ld doesn't do what it's supposed
to. I vaguely remember someone having trouble when environment
variable LD_LIBRARY_PATH was set. You have to set LD_LIBRARY_PATH_64
as well, or the former is used with a 64-bit link too, or something.
