[Bug-gnu-radius] missing .lo files

I'm still working my way to simply a patch but I did find where it starts:

it creates the libtool file for util.lo and then it looks like  two more
gcc lines are called without the libtool command for util.c again. Then
starts the files that get skipped starting with the next line

"/usr/local/bin/bash ../libtool --mode=compile" is missing after the if
statement.

Now I gotta go teach myself automake and autoconf to figure out which one
is missing the expansion, or expanding too much on util.c.
