I removed icecat and downloaded it manually from the ppa like you did,
and yeah installing with gdebi has an issue. (but i think thats normal,
you get this with other packages too, those which replace older
installed packages)...

try with: sudo dpkg -i icecat_17.0.1-0gnu1~12.04_i386.deb
and there should be no issue at all.

Also Loic tried this and he had no issue as well.
