It's good to hear about a new release.

I have 3.1 Gb of memory, but

'./configure && make'

failed on the last step citing lack of memory in my last
attempt to install icecat24

I have had versions earlier than 17 up and running
successfully.

Is a good project getting bloated ? Small is often better.
