SpyBlock is a Adblock Plus fork customized for, and inbuilt, in IceCat
by my judgement of reading

Read the AdBlock Plus
https://en.wikipedia.org/wiki/Adblock_Plus#Controversy_over_ad_filtering_and_ad_whitelisting
to understand that SpyBlock need to be developed as a separate addon
so those who use other web browsers than IceCat can use it.

There is also a without-whitelist fork of Adblock Plus, named
HackTheWeb (free software using the modified BSD license):

Not sure about the customizations used with the SpyBlock releases
included with IceCat are different respect to HackTheWeb.

Please, excuse me...

I mean Adblock Edge (not to HackTheWeb):

Yes, SpyBlock should be based on Adblock Edge. It makes it clear that the white list are removed as Adblock Edge is quite popular for that reason.
