[Bug-gnuzilla] Referrer setting within the same site causing difficulties.

Hi,

I have recently experienced difficulties with Icecat's method for
anonymizing the referrer value.

It seems that the value is always set to the requested resource.

What would be the impact of only doing that for cross site requests?

Would there be any harm in using the correct source page as long as it
is within the same site?
