I have done some more testing on this and discovered that I get an error 
in the browser console when I open the password manager screen which 
shows as

ReferenceError: Intl is not defined passwordManager.js:9:4
TypeError: signonsTreeView is undefined passwordManager.js:100:2
TypeError: signonsTreeView is undefined passwordManager.js:252:6

so I am guessing that this is the reason my usernames and passwords etc 
do not display. This same error shows in Fedora 21, Fedora 23 and 
OpenSUSE Leap using version 38.5.0 and 38.5.2.

On Fedora 21 using the official rpm to install 38.3.0 the error does NOT 
show up and all the password stuff displays just fine.
