In IceCat 38.7.1 you still need to enable dhe_rsa_aes_256_sha to being able to visit https://www.gnupg.org/.
Can you please enable that by default in the next release Rubén? That would be great!
I installed and played this add-on to figure that out: https://addons.mozilla.org/en-US/firefox/addon/toggle-cipher-suites/
