Audit our Automake files to ensure that:
1. We're prefixing $(MKDIR_P) with $(GROFF_V), $(AM_GEN_V), or $(AM_V_at), as
appropriate.
2. Further target rule actions depend on the success of $(MKDIR_P).
While we're at it we might:
3. Verify that we use $(GROFF_V) where we should. (This communicates, in
non-verbose builds, that groff itself is being used to create a target, as
with ms.ps from ms.ms, for instance.)
