DLL file missing, when starting hts.exe

Dear Crew

I've found a guide on the internet that is using your HTTP tunnel software,
but when I try to execute hts.exe, in CMD, it says something with mismatch of
cygwin1.dll file (check the attached picture).

What could be the reason for this error? :(

I'm running Vista Ultimate 64Bit, is that the problem ? :(

I've tried to reboot, as it's mentionen in the error description, but still
the same error.
