Ok, I figured out what is happening.

lib/argcv.o is being put into argp/.libs/libargp.a when argp/ is built.

So, it didn't matter what the **** changes I made to argcv.o,
I was always getting the one from libargp.a. This also explains
why when I remake enough stuff I get up to date....

That caused me an amazing amount of pain. Perhaps libarp.o should
only have the .o files in it that actually are built in that
directory?
