pkg-config doesn't print -L${PREFIX}

ncurses-6.2.20210109 package installed on FreeBSD 12.2
pkg-config prints this:
> $ pkg-config --cflags -libs ncurses panelw tinfow
> -I/usr/local/include/ncurses -I/usr/local/include -lncurses -ltinfo -lpanelw -fstack-protector-strong -Wl,-rpath,/usr/local/lib -ltinfow
It needs to also have -L/usr/local/lib.
-Wl,-rpath,/usr/local/lib
is different, and is not a replacement for -L/usr/local/lib
