Ah.  Indeed.  I didn't read far enough in the man page.  :/

But...  In the texi document it says: "--concatenate removes the
end-of-archive marker from the target archive before *each* new
archive is appended."  (Emphasis added.)  And it mentions the use
of --ignore-zeros only when `cat` has been used.

That being said, I agree that this mode of operation is confusing and
had better be fixed.
