Sure, so let's flag it up big and bold.

I would rather do something a bit simpler than your suggestion, which
only involves changing the splash screen. How about a little note at
the bottom:

Malfunctioning keys? Read the FAQ at <FILENAME> or <URL>.

Then, many (most?) users will be able to something click on the URL,
auto-recognised by their terminals, or at the very least copy and
paste it into their browsers. Users without internet are also catered
to. And we don't introduce a non-standard key binding (C-c h)!
