That's supposed to be a git submodule. Until you clone the submodule, an
empty directory is present as the placeholder.

You'll have to give more details - what platform are you on, and what is
the actual error messages you received?  The bootstrap script is
supposed to be able to clone the submodules on your behalf, but that
relies on you having a working git; if you are cloning the repository on
one machine, then building on another without git, you have to clone the
submodules yourself since bootstrap won't be able to do it for you.
