The attached patch updates opensbi to 1.3.

Everything that currently builds on master still builds, but neither xen
nor ganeti are currently building on master.

Rebuilding gnome (due to gnome-boxes) and in particular memtest86+ was
quite a surprise (still no idea what pulled that in)!
