When emoji-list is called and the current buffer is read only, an error
is signaled whether the user meant to insert an emoji or not.  Signaling
such errors is not warranted, as emoji-list also displays emojis,
besides merely inserting them.

Thanks, fixed on the emacs-29 branch, and closing the bug.
