Cormac,

You can use Fle3's own built-in xml export/import functionality, which
also allows you to upgrade to newer versions of Fle3 (from ZMI to to
the Fle3 instance and the Tools tab, select Export). But the normal
import should also work - I've had some similar experiences with other
products, but I don't know about the cause yet. I'll investigate.
