Yes, this can be done, sort of:

1. Take course exports from the old Fle3 instances
  (go to course management, select all courses you want and click on
  export, store the zip somewhere, repeat for all instances)

2. Create new empty Fle3 instance

3. Import courses
  (go to course management, click on import, select one of your
  export files, submit, repeat for all export files)

4. Set passwords for each user. This is important, because the course
exports do not contain user passwords due to security, so you need to
reset them manually.

Alternative: If you have mainly the same users in all Fle3 instances,
then you can do a full export of one of the instances, thereby getting
those user accounts with all details, including passwords, and then
just import the additional courses from the other instances.
