This was the "guilt upon accusation" law which was successfully
overturned in NZ after an international protest. Similar laws have been
proposed to different results in a number of countries.
The law was not dropped but set up for review. The following mods have
been made:
* People are innocent until proven guilty either by the tribunal or the
courts.
* Termination can only be ordered by the courts, not the tribunal
* Penalties of up to $15,000 may be awarded by the tribunal.
* The courts have existing limits established under the Copyright Act.
* New definition for ISP that is less broad and excludes organisations
such as businesses and universities.
* A copy of the cabinet paper is available from the MED (Ministry of
Economic Development) website

It may be interesting to see how this compares with other countries.
