16x16is far too small on modern (W)UXGA screens (1600x1200 or 1920xsomething),
and far too small to represent anything anyway. There should be at least a
possibility to choose between different scales.
Of course, svg comes to my mind. Do you know any graphical environment that
uses them for GUI icons ? What's gnome standard today ?
