gcmd uses two types of counters
A. $c, gcmd uses 'global' counter settings for formatting
B. $c(n), where user can set explicitly minimal number of digits
As for A - gcmd stores counter settings between sessions, so just set
'Digits' to 2 (it can also be set in the templates)
But if user prefers to use B variant - then it's up to the user to
specify n accordingly.
BTW - menu button 'Counter (width)' inserts desired $c(2) into the
template.
