I guess since people also prefer to make different key pairs for different
groups since they might want to send some mails encrypted to a specific group
of people who have the corresponding public key to recognise the content and
identity of the person uploading it on a key-server might take the relevance
for which the person might have created the key.....Its upto the person to
decide if he wants his public key up on the system or not.I am not sure of this
and I am only guessing if this might be another reason in addition to what
Debarshi has said which corroborates the working of algorithm and back-tracking
the private key from the public key parallely....Do tell me if this reason
might be feasible or not..
